Fueltrac Definitions

Document issued by a Fuel Terminal at the time of shipment loading. It is a legal document that is used for tax purposes. By the consent of the States and companies involved a Fueltrac Diversion Registration corrects destination State errors in the original bill of lading/manifest.

A party receiving a fuel shipment from a consignor or wholesaler.

A party hiring a fuel carrier usually the wholesaler.

A diversion takes place when a motor fuel product is drawn from an IRS registered terminal and the loaded product is delivered in a State other than that listed on the manifest (bill of lading). A diversion is essentially an amendment to the manifest reported by the Terminal.

EPA and States have cataloged all major bulk fuel storage facilities in the US. This list is available to companies and States logged into Fueltrac.

A fuel shipment originating at a bulk facility or manufacturing facility and delivered to another State.

A facility that manufactures fuel blending products.

The Federation of Tax Administrators has worked within the fuel marketing industry and various taxing authorities to standardize product codes and names. Names shown on the manifest are converted by Fuetrac into codes used by taxing authorities.

Fueltrac has two views of data. The Petroleum Marketer view allows registration of Diversions and Imports and access to past registration information involving the subscribers company. State view allows access to past registration information involving the subscribing State. All subscribers have one login ID and PIN per entity. Each subscriber manages its account information and the number of people (Users) that are authorized to log in.

Total access to all diversions where the subscribing company is involved as carrier, consignor/wholesaler or supplier. Unlimited subscribers also have extensive ability to retrieve information using a variety of custom filters and formats. See Brochure

Includes full capability to enter, cancel and correct Diversions It also permits free registration of Imports using Fueltrac. The free subscription limits diversion registrations to two transactions in a 24 hour time periods. It also does not provide access to data downloads or reports. Only one Email address is permitted per account. See Brochure

Volume of fuel adjusted to a constant temperature.

Nine character code assigned by IRS to each fuel terminal. (Format XX-ST-NNNN) Where XX is an IRS region code; ST is the Location State initials and NNNN is a unique 4 digit number assigned by IRS.

Volume of fuel at its actual temperature.

The role in the transaction of the Company that actually registered the Diversion. To register a diversion a company must either be the Carrier or the Consignor/Wholesaler. The first company to register a transaction in Fueltrac is the only company that can delete or edit any resulting diversion or Import registration.

Diversions — Company shown on the Manifest as the Supplier.
Import or Export — Company that owns the product in a bulk storage or manufacturing facility.

The State where an IRS Registered Terminal is located.

A party purchasing fuel at a terminal for sale to a fuel retailer or end user. Usually the consignor.
